THIS PHOTO WAS TAKEN MONDAY MORNING, JANUARY 26 AROUND 7:20AM
There was a light rain falling, shortly after sunrise--at the corner of Pebble beach and Torrey Pines Ct.
This middle aged male, along with his filled black cloth shopping bag ,appeared to be waiting for someone. His general appearance, sunglasses, carry bag, raised suspicions. Fairways Watch pulled to the side of the road to call 911 to report a suspicious person. [Damn--that's profiling---yep, sure is] ---This person, quickly disappeared into the house,on the south east corner of PB and the court.
Over the past several years, this residence has been the scene of numerous reports and OCSO calls for service. The local management has been advised , many times of questionable activities, at this particular house.
Some might ask--WHY BOTHER?--one of the many reasons is that --all of our recent past burglaries, have occurred in the mornings!
On a sour note--- our inbound gates, [in our gated community], have been wide open all weekend!

SPYGLASS BURGLARY UPDATE
THE FOLLOWING INFORMATION COMES FROM THE VICTIM OF THE SPYGLASS BURGLARY OF DECEMBER 9
The victim was recently contacted by the Orange County Sheriff's detective, working the case. It had been rumored,--and now confirmed that one of the 2 K9 deputies, recovered a cell phone believed to have belonged to the escaping burglar. [you gotta love those dogs] The law and protocol, now dictate that a search warrant is needed to retrieve and use information from a cell phone for evidence.--[recent supreme court ruling] This legal procedure, must be done and submitted to the court through the Florida State Attorney's office.
If the judge agrees and an order is signed, then in this particular case----the texts and voice mails--must be translated into English. Reportedly the information on the phone is in a foreign language!
The cell phone was recovered on the Congress side of the fence!---another reason that the Spyglass fence, needs to be checked and kept in good repair.
The victim was led to believe that there is a positive feeling that an arrest is forthcoming.
SOME GENERAL INFORMATION ON THE NARCOTICS PROBLEM !

THE DRUGS
While many illegal drugs are sold on the street today, the following are most common:
Cocaine and Crack. Cocaine is a stimulant. Nicknames include coke, nose candy, blow, snow,
and a variety of others. At one time cocaine was quite expensive and generally out of reach for
people of low incomes. Today, the price has dropped to the point that it can be purchased by all
economic levels. Cocaine in its powder form is usually taken nasally (snorted). Less frequently,
it is injected.
Crack, a derivative of cocaine, produces a more intense but shorter high. Among other
nicknames, it is also known as rock. Crack is manufactured from cocaine and baking soda. The
process requires does not produce any of the toxic waste problems associated with
methamphetamine production. Because crack delivers a high using less cocaine, it costs less per
dose, making it particularly attractive to drug users with low incomes. Crack is typically smoked
in small glass pipes.
Powdered cocaine has the look and consistency of baking soda and is often sold in small, folded
paper packets. Crack has the look of a small piece of old, dried soap. Crack is often sold in tiny
Ziploc bags, little glass vials, balloons, or even as is with no container at all.
In general, signs of cocaine usage are not necessarily apparent to observers. A combination of
the following is possible: regular late-night activity (e.g., after midnight on weeknights), highly
talkative behavior, paranoid behavior, constant sniffing or bloody noses (for intense users of
powdered cocaine).
Powdered cocaine usage crosses all social and economic levels. Crack usage is so far
associated with lower income levels. While Los Angeles style gangs (Bloods and Crips)
have made crack popular, other groups and individuals have begun manufacturing and
selling the drug as well.
Methamphetamine. Methamphetamine is a stimulant. Nicknames include: meth, crank, speed,
crystal, STP, and others. Until the price of cocaine began dropping, meth was known as the poor mans cocaine.
Marijuana. --Marijuana is also known as grass, weed, reefer, joint, J, Mary Jane, cannabis, and
many others. Marijuana is smoked from a pipe or a rolled cigarette, and typically produces a
mellow high. However, the type and power of the high varies significantly with the strength and
strain of the drug.
The marijuana grown today is far more powerful than the drug that became popular in the late
60s and early 70s. Growers have developed more sophisticated ways to control growth of the
plants and cause high output of the resin that contains THC the ingredient that gives marijuana
its potency. Todays marijuana is often grown indoors to gain greater control over the crop and to
prevent detection by competitors, animals, or law enforcement. It takes 90 to 180 days to bring
the crops from seed to harvest.
WARNING SIGNS IN RESIDENTIAL PROPERTY: DEALING,
The following list describes signs of drug activity that either you or neighbors may observe. As
the list will show, many indicators are visible at times when the landlord is not present. This is
one reason why a solid partnership with trusted neighbors is important.
Note also, while some of the indicators are reasonably conclusive in and of themselves, others
should be considered significant only if multiple factors are present.
This list is primarily targeted to tenant activity.
DEALING
Dealers sell to the end user so they typically sell small quantities to many purchasers. Dealing
locations are like convenience stores there is a high customer traffic with each customer buying
a small amount.
Neighbors may observe:
_ Heavy traffic. Cars and pedestrians stopping at a home for only brief periods. Traffic may be
cyclical, increasing on weekends or late at night, or minimal for a few weeks and then intense
for a period of a few days particularly pay days.
_ Exchanges of money. Cash and packets traded through windows, mail slots, or under
doorways.
_ Lack of familiarity. Visitors appear to be acquaintances rather than friends.
_ People bring valuables into the unit. Visitors regularly bring televisions, bikes, VCRs,
cameras and leave empty-handed.
_ Odd car behavior. Visitors may sit in the car for a while after leaving the residence or may
leave one person in the car while the other visits. Visitors may also park around a corner or a
few blocks away and approach on foot.
_ Lookouts. Frequently these will be younger people who tend to hang around the rental.
IF ANY OF THE ABOVE INFORMATION,--''RINGS ANY BELLS''---PLEASE NOTIFY FAIRWAYS WATCH!---
THE FOLLOWING IS A REPRINT FROM LAW ENFORCEMENT AGENCY NEWSLETTERSer
Federal law makes it illegal for any person who does not have a license to write prescriptions to sell or give a prescription drug to another person (21 U.S.C. § 841(a)). Licensed health care professionals, such as doctors or pharmacists, cannot knowingly sell or give prescription drugs to someone who does not have either a valid need or valid prescription for the drugs. “Selling” does not necessarily mean a cash transaction; instead, “selling” can include giving or exchanging a prescription drug, as well as an offer or agreement to sell or exchange (21 U.S.C. § 802(8)).
The illegal sale of prescription drugs has surged recently, especially involving pain medications like Vicodin and Percocet. The demand for pain medication for recreational rather than valid medical purposes has led to a corresponding increase in unlicensed, illegal internet sales of prescription drugs. Also, bogus “pain management clinics” have sprung up, run by licensed health care professionals who write and sometimes also fill unnecessary prescriptions.
What Is an “Illegal Sale?”
A prescription drug can be sold illegally in a number of ways. For instance, a person who has a valid prescription can be convicted of illegally selling drugs if he sells or gives his drugs to someone else. And a doctor or health care provider can be guilty of a crime by writing prescriptions that are either not medically necessary or for an amount of drugs greater than a person actually needs (which sometimes takes the form of writing multiple prescriptions for one person using many different and fake names). Similarly, a pharmacist who knowingly fills an invalid prescription can also be charged.

IT COULD HAVE BEEN IN THE FAIRWAYS !
THE FOLLOWING ARTICLE IS FROM WKMG CHANNEL 6 NEWS
Many years ago as a young boy, growing up in the hills of West Virginia, I always looked forward , each summer of going to the Joie Chitwood auto thrill show at the local fairgrounds.
Folks, I hate to say this, but some of the''driving exhibition,s'' in the Fairways, are more exciting than Chitwood's old thrill show!
In my past 15 years of Fairways residency. I have seen the following''events''---
A Lincoln town car, climbing a tree on the 14300 block of pebble Beach,---
On 2 different occasions, cars have crashed, into our mail center--
A car ran into a house, destroying it on Augusta Rd.------
BUT--- The wildest show of all was 3-4 years ago---On a Saturday, at the conclusion of a''55 alive'' class--a resident ,backing out of a Masters parking space--lost control of the car--careened across the Masters lot--through a yard at the corner of Augusta--back through the grass area of the Master --wide open across the Masters lot--tearing out the corner of the Masters pool fence--roaring across Pebble beach, --ending up in the yard of the corner house on Firestone!---
It is quite evident that a guardian angel was close by, all events---no injuries whatsoever.
Almost daily we see speeders, stop sign runners, and other careless acts. IT IS NOT ALWAYS THE RESIDENTS!--We see contractors, delivery trucks, visiting nurses, and even our garbage truck, violating the stop signs and speed limits!----Some of the worst violators are the young golfers, coming in to play in the afternoon.
The biggest problem is --THERE IS NO PROGRAM IN PLACE TO ENFORCE, EVEN THE MOST BASIC ,COMMON SENSE TRAFFIC RULES.
THE ORANGE COUNTY SHERIFF CAN NOT ISSUE TICKETS IN HERE--DUE TO THE FACT THAT WE HAVE PRIVATE ROADS.
BUT---
If HTA--- would bring all of our traffic signs up to state specs and make arrangements with Orange County We could obtain some enforcement.
WE CERTAINLY, DO NOT WANT A STORY, LIKE THE ONE ABOVE!

Charges pending in crash

THE VILLAGES, Fla. -
An 85-year-old man was killed in Sumter County Tuesday morning in a golf cart crash, Florida Highway Patrol said.
Troopers said Francis Hughes died at Villages Regional Hospital after being involved in a crash with a minivan while on his golf cart.
According to the report, Hughes was driving southbound on Morse Boulevard in the golf cart path when he attempted to make a left turn on Fuentez Avenue.
The minivan struck the passenger side of the golf cart and pushed it north in the southbound lanes of Morse Boulevard.
FHP said Hughes was ejected from the golf cart, which ended up in the golf cart path. The mini van crashed into a ditch and ended up in the grass.

PATRIOTISM IS ALIVE AND WELL IN THE FAIRWAYS !
STARS AND STRIPES FOREVER
Residents out and around the Masters, may have noticed the new revamped decor for the VFW war memorial area. This quality art work was recently completed by a contractor, hired and paid for by our local VFW post 5046.
YES--some of our local ''old warriors'' may have aged, and their eye sight dimmed,--- but not their love of our country. The VFW gives back to our community more than most any other group or club. They collect our cans and papers weekly. With the proceeds, they provide walkers and other needs to our handicapped residents. In addition to all of this, private monetary gifts are given to various charity groups.
Recently, on a TV news cast, it was said that there are only 4 Pearl Harbor survivors left in Florida. ---Correct me if I am wrong, but I believe 2 of these gentlemen live in the Fairways!
I do not know of a resident or veteran [myself included] ,that does not look with pride and respect upon this memorial.--I feel sorry for any misguided soul that feels differently.
Let us also not forget the smaller VFW memorial, inside the Masters,--the ''missing patrol'' table,----The plate, dinnerware and chair say so much about those that are gone and unaccounted for. Some have said that WHEN the Masters is renovated,---there will not be room for the small table!--- IF TRUE--WHY THE HELL NOT ??
THANK YOU VFW POST 5046 FOR HELPING ALL OF US TO REMEMBER!

PROCEED WITH CAUTION !
THE PICTURE BELOW WAS TAKEN EARLY THIS MORNING [Jan 9] ON PEBBLE BEACH, AT THE INTERSECTION OF MUIRFIELD Dr.
The pavement and drain grate on Pebble Beach,14200 block has deteriorated to a hazardous condition.A situation such as this is not only a concern for residents but also to our safety forces and service vehicles.
In all fairness to HTA,---This exact same area was put under a major repair, about 5 years ago , for the same failure. At that time an outside contractor was brought in, with a large 2yd ,crawler excavator, and used it with a deep dig ,safety trench box. This repair project took many weeks and had various complications during the work. The liability of fault for this second failure, must partly lie with the CONTRACTOR and ORANGE COUNTY CODE ENFORCEMENT INSPECTORS!
As a side note--a special salute to our fantastic EMS folks. It certainly is a challenge to transport patients on East colonial, due to the construction mess. A scene such as above only contributes to their woes!----Bless the folks in the blue suits and the red trucks--We are grateful.

HOW TO KNOW, WHAT'S HAPPENING !
AN ANSWER TO ONE OF YOUR FREQUENTLY ASKED QUESTIONS!
FAIRWAYS WATCH REGULARLY GETS CALLS AND INQUIRIES ASKING---- ''WHATS GOING ON WITH ALL THE SIRENS IN THE PARK?''----There is an easy way to usually find out, without leaving your house. Your concerns may be answered by using the link list on the right side of this page.
The top link is for sheriff 911 dispatch calls. The full Orange County dispatch list will appear. --.Simply look to the right of the list for reporting district 22A. ---look back left for address area and reason for dispatch .The reason may be anything from ''man down'' to a'' house check'' or ''suspicious person''--- If the call does not show,--it is probably of a domestic nature. A domestic type call is not normally shown.
For fire rescue ,---go down to their link, look for a known Fairways street name. Fire rescue will show the exact address of the distress.
All of the link list on the right ,has a valued purpose. Take a look---if you wonder, whether some one ever has been in a Florida prison---the answer is there.
So many times we wonder about old friends--''are they still with us?''-- A quick check of the social Security death index, may answer your question.
