Gated 55+ retirement community targeted by burglars

ORANGE COUNTY, Fla. — 

A gated retirement community inOrange County has become the target of thieves.

Over the past few weeks, senior citizens have had their homes burglarized.

The spike in crime is happening at the Gulfstream Harbor Solstice community off Goldenrod and Hoffner roads in east Orange County.

All of the victims are elderly and ailing, and some live in the community seasonally.

Deputies say thieves are taking full advantage of that.

They said despite it being a gated community, criminals are still making their way in.

Delia Bond's home is the latest to be burglarized in the past three weeks.

"They're not stupid, they took the good jewelry," Bond said.

Bond said she and her husband came home at midnight and interrupted the thieves, but not before making off with nearly $4,000 in jewelry.

"I've been invaded; my home. I didn't sleep all night thinking they were going to come back," Bond said.

She's not alone.

Residents at the 55-plus neighborhood are on alert.

Many have installed home security systems since the crime spree started in early August.

About 150 residents attended a town hall meeting last week looking for answers and to offer suggestions to deter crime.

One of which was to fix darkened street lights.

The management said they'll take that under consideration.

One resident who didn't want to be identified wishes Solstice was spending more on security rather than a new clubhouse.

The front gates off Goldenrod Road are guarded by residents. Their job is to let people in and record people who don't have a sticker on their car.

The consensus among the seniors is the brazen burglars know the area well.

One key piece of evidence is a handprint left in the getaway Saturday night.

WHAT YOU SHOULD KNOW ABOUT ONLINE IDENTITY THEFT AND CRIMES !

Thanks to advances in healthcare, seniors can look forward to living longer and more productive lives than ever before.  But increasingly, something they haven’t bargained for may also be in their future – the prospect of being victimized by identity theft and online fraud.

Americans over the age of 60 are the fastest growing segment of computer and Internet users.  And according to the FBI, they’re also targets of white collar Internet fraud more often than the general population. Seniors are most often victimized by four kinds of Internet crime:  illegal access to computer networks, fraud, vandalism and identity theft.   The FBI says seniors are preferred targets of online crime because they are most likely to have financial assets, including a home and a nest egg, as well as excellent credit.  People raised in the 1930s, 1940s and 1950s are also more likely to be polite and trusting, which makes them easier to exploit online.  And relatively speaking, older Americans tend to be less Internet savvy.

Once they retire, many seniors may devote more time to leisure activities and travel to places where they use public Wifi hotspots to stay in touch.  But they may not realize that accessing sensitive information at unsecured hotspots is like shouting it out to anyone who’s nearby.  And it’s one of the quickest ways to get your identity stolen.

Why Seniors Are Prime Targets for Internet Crime

Identity theft among the elderly accounts for as much as 10% of all ID theft cases, according to the Federal Trade Commission. But it’s been called “the silent crime” for several reasons. Older Americans are less likely to report ID theft because they don’t check their credit reports often for signs of fraud; they don’t know where to report online fraud; or simply because they’re ashamed about being a victim.

The Bureau of Labor Statistics reported in 2010 that three incidents of Internet crime were perpetrated against the elderly for every one incident of violent crime.  In an article entitled “Internet Crime and the Elderly,” New Jersey attorney Jonathan Bick, who’s an expert on Internet law, wrote:  “It’s been argued that one reason white collar criminals engage in Internet targeting of the elderly is because they don’t face enhanced penalties, despite the fact that senior citizens are easier targets than the general population.”

The elderly are protected from physical crimes such as assault in many jurisdictions by enhanced penalties for perpetrators.  But according to Bick, no such protection exists for elderly victims of Internet crime under state or federal law.  He recommends a novel approach to the problem:   Registering seniors’ Internet addresses and enacting tougher penalties for knowingly targeting the elderly via the Internet.  But that’s not likely to happen any time soon.  In the meantime, here’s what seniors can do to stay safe online.

Protect Your Golden  Years from the Silent Crime

∙  Make sure your firewall is turned on and your virus and malware protection is up-to-date.  Run scans frequently.

∙  Protect your home wireless account and all your accounts with long strong passwords composed of  8 to 20 upper and lower case letters, numbers and symbols. Use different passwords for each account and change them at least twice a year.

∙  Don’t click the “remember me” prompt that allows you to automatically log on the next time you visit a website.  Hackers can obtain that information and use it to access your email and financial accounts.

∙  Don’t leave your computer while you’re still logged on.

∙  Don’t respond to emails or click on links and attachments in emails from unknown senders.  Remember, the Social Security Administration, the IRS and financial institutions will never ask you to provide sensitive information online.

∙  Be cautious about revealing personal information on social networking sites that could be used to commit identity theft.  Avoid posting names and photos of family members and information about your travel plans. And never send sensitive information to businesses using social media sites.

∙  Don’t access sensitive information at Wifi hotspots or on any public computer or wireless connection.

∙  Disable file sharing before using Wifi hotspots and other unsecured wireless connections.

∙  Turn off your Wifi connection when you’re not using it.

∙  Check your financial statements regularly and your credit report at least once a year for signs of fraud.

∙  Use a web VPN like PRIVATE WiFi™ to encrypt the data traveling to and from your computer.  Web VPNs protect you from identity theft by making your personal information invisible to hackers.

If you believe you’re the victim of identity theft, contact your financial institutions and file a police report immediately.  Place a freeze on your credit with the three credit reporting agencies – Equifax, Experian and TransUnion.

Well, we made it through the summer and the kids are back to school. Here in Sector 2 we are barely holding on with a 2 percent reduction of overall crime from this time last year. Property crimes drive our numbers and this summer was no different. However we were able to maintain a reduction because of our anti-crime strategy. The plan utilized on as well as off-duty deputies in a coordinated effort through Intelligence-Led Policing concepts to concentrate on “Hot Spots” where residential, vehicle, and business burglaries were occurring, as well as focusing attention on known criminals and repeat offenders. Having proactive and engaged Homeowner’s Associations, Neighborhood Watch groups, business and community partnerships and open communication with the Orange County Sheriff’s Office was key to success of our summer anti-crime strategy and I truly thank all who are concerned making East Orange County a safer place.

Holding our ground and getting through the summer with a reduction could not have been possible without our extra eyes, meaning every person who lives, works and plays in East Orange County. Our goal is to reduce crime further and by the end of the year to have a 5 percent reduction from last year. This can only be done if we all work together to report suspicious activity and persons (SEE SOMETHING, SAY SOMETHING). But more importantly, practicing crime prevention by simply making yourself and your neighbors less of a target for criminals. PLEASE lock your cars, do not leave valuables in your vehicles, and close your garage doors. If every person in East Orange County would simply practice these little things our property crime rate would be cut by one third!!

Let’s look out for each other and be relentless in fighting crime together.

BETTER SECURITY FOR THE WESTCHESTER ?

On July 12 Fairways Watch ,made a post about security issues at the Westchester pool. In this post ,we pointed out some of the security problems and ''unusual'' happenings at this particular pool.
  During the past week, HTA has taken some positive steps that may help to alleviate some of the problems. A new 64'' aluminum fence has been professionally installed. With this new fence came a new and  much better locking system, trade named ''the protector'' These new locks contain their own keyed mechanism.
  Also during the past 2 weeks HTA has seen fit to install Security surveillance measures at all of the pools.
  As announced in our post ''target hardening'' Fairways Watch is working on different security options to present to the HOA and management.Within this study will be an option for installing a pool pass card key system in addition to the existing latch systems. Whether or not, this card key system is feasible---we will find out.
 The stopping of the''MOOCHERS'' and ''SNEAK INS'' is well past due !

IT IS A DAMN SHAME!

The attached photo pretty well says it all.---Once again our entrance gate was literally ''RIPPED'' apart by some careless delivery person in too big of a hurry. Please note in the photo, that this time, even the 6 inch support post was moved off center.
  Coincidentally, yesterday, Fairways Watch , had made spent some time at the gate area, with different security system vendors.During our 2 separate visits ,yesterday, we were amazed at the total amount of disrespect and ''devil may care'' attitude of some of the ''guests'' and other unknowns, entering our community.
   First up are the ''GATE RUNNERS''. These are the folks that will not follow any legitimate procedure, for entering our community. Certain cars and trucks, will lay back and pull off to the side and wait for a resident with a clicker. With the gate, already starting to close,--here they come full speed, trying to get through. Sometimes they make it --and sometimes they do not! In looking at our gates, they look like something brought back from Afghanistan.
 The outbound gates also have their fair share of idiots. Tuesday afternoon about 1PM, a blue Ford pickup tried to ''tail gate'' another vehicle--[just could not wait] . the outbound gate closed on the second vehicle,breaking off a mirror and doing other damage to the truck. --The truck, never even slowed down,
  The ''weird'' happenings are not just limited to vehicles.While talking to a security technician, we noticed a young male ,aprox 20 years of age, banging on the pedestrian gate.--He yelled out'' how do I get out''?--our response was--''how did you get in'' ? The young male then said --''I live in here'' ??? The young person, then went to the outbound vehicle gate, and walked out behind a car!
 Another strange occurrence yesterday, was the following. A handicapped resident, who routinely ,illegally, takes his 4 wheel scooter, out on rt 50, did the following. The resident,on the scooter, pulled in ,behind a car at the keyboard kiosk.The procedure, was not progressing fast enough, so the person on the scooter yelled out''use code 77##''---so much for private, personal security codes
   In summary ,we would say this--''OUR GATE SYSTEM IS ONE BIG MESS!''  The system in place, provides no security to our community--it only creates more problems and maintenance expense.
  As outlined in a previous post Fairways Watch is working on getting options that are available for a more protective system.
  When these options are available, they will be presented to ALL residents and management, complete with estimates.
   In the meantime,--be careful around the gates,you never know what you will be subjected to!

PROJECT ''TARGET HARDENING''

The term ''TARGET HARDENING'' is  common jargon used by law enforcement agencies, to describe ,crime prevention efforts.Target hardening is defined as any action or activity, large or small,that is taken to deter criminal acts in a community. 
  With the rapidly growing population and increased traffic in East Orange County,the Fairways will become more and more of a ''TARGET'' for the criminal element With this in mind ,Fairways Watch has undertaken a complete and full study of crime deterrent options. We will do this with the help of a Orange County Deputy Sheriff,security equipment vendors, contractors, residents, and a variety of other sources. 
  First and foremost on the agenda will be the estimated and projected costs to Fairways residents. We will be investigating options,we will not be attempting to prepare plans. Some of the options looked at will be new, and entirely,''out of the box''. The security options will center around items such as gate security, pool security, camera surveillance, remote area surveillance.
  This will be a long and detailed process, possibly lasting beyond a month or so.--There are problems,--we need answers.
  At the conclusion of our project ,we will do this.-- Four complete sets of the option reports,with cost estimates will be printed. Three sets will be delivered to Hometown America and one complete set to the FHOAI board. After delivery,  the discussion of the options and estimated costs will be opened to the entire community.
  Orange county has a ''crime prevention'' fund. There are community grants, available from this fund. This fund is not taxpayer generated. The grant monies available through the fund, come from criminal fines, seized criminal property and other sources, related to criminal activity. Availability of these funds, to our community, is part of our exploration.
  In a past conversation , with Lt. Campina, the following was said,regarding crime prevention. ''There is no big single answer to preventing crime and staying safe.---the answer is in a series of things, large and small, that deter the undesirables
the BAD GUYS''. ---Those are the options that ''project target hardening'', will be looking for.
  For those that may be skeptical of the need for Target Hardening, I invite you to view the previous post below. The Fairways is in zone 22 of sector 2. Zone 22 has the highest lost property count in east Orange County.

POOLS POOLS POOLS!

We all agree that the Fairways has some of the nicest pools in East Orange County. Our residents are not the only folks that share this opinion. Cases in point,---Friday evening,Fairways Watch received a call around 6;15 pm. The caller advised that there was an old car with out of state plates,and 2 young adults at the Greenbrier pool area. The caller went on to say that a ,large young,white male was wearing a GPS ankle monitor. We went to the Greenbrier ,and saw the car as described. In the pool area was a young ,white female and a large ,young white male.  I asked for pool passes,--the female complied,she lives with her grand parents and is registered to live here.The male did not have a pool pass, and was wearing a law enforcement type ankle Gps bracelet on his right leg. I inquired, as to the reason for the GPS. He replied that it was not my business,--he was informed that it was my business. I inquired again,--he said that his attorney said that he did not have to say and then said ''there are places that he was not supposed to go'' At that point I told them that I was calling the sheriff, and he could explain his situation to them . 911 was called, there was a small delay, due to a homicide manhunt in the Econ area.The logic was simple,--law enforcement does not require GPS monitoring for traffic tickets. An officer arrived in an unmarked SUV. The young male was questioned and a computer background check was run . There were no outstanding warrants, and the person in question was in compliance with any court orders that were in place.--As always, I would rather be safe than sorry.
   Case in point #2--Saturday afternoon, shortly after 1pm Fairways Watch ,received a call from Ed Dow the Maint manager. Ed had received a call from the pro shop. There was a complaint about ''disruptive guests'' at the Greenbrier. [for more a more descriptive comment, check Paul Horvat s blog under Valeries comment on his current post] Fairways Watch, went to the Greenbrier--it is best described as ''PANDEMONIUM'' There were 8--10 people of all ages. --They had literally taken over OUR beautiful pool . Ages ranged from 6 months to 50+ There were kids with big water pistols, large inflatables ,candy wrappers in the pool. --you name the rule violation ,and it was there! 
   I went to one of the older females ,and politely asked, are you a guest or resident? --she replied that they were visiting her uncle!!! I asked where her uncle lived , I received no definitive answer. Next I asked for pool passes.---THEY HAD NO POOL PASSES. I informed them that they had to leave. After some ''grumbling'' and other comments, they started gathering up their large amount of personal belongings. I went up and sat on the porch, until they left, headed toward the gate.
   Afterward, I consulted with an Orange County Deputy. The question I asked was this.--- WERE THESE PEOPLE LEGALLY TRESPASSING ?---YES --IF there is proper signage in place and are told to leave by a ''property representative.''
  Early this AM ,I checked the signage ,at each of our pools. I could only find one sign, referring to ''POOL PASSES REQUIRED'' and that was at the Westchester. The other pool signage, makes references to ''bracelets and badges'' ???
   Fairways Watch, will ask HTA to install some new pool gate signs that will legally comply to the trespass statutes. We need signage that plainly states  ''ENTERING THIS POOL AREA WITHOUT A POOL PASS IS TRESPASSING''
   Please be advised that Fairways Watch is not a ''pool monitor'', however we will respond to a security issue, or a disruptive safety issue. We will not get involved in disputes between residents for offensive language or drinking complaints.
  The 2 pictures below demonstrate the contrast of the Fairways ''liberal'' approach and that of a retirement community over in Port ORANGE. The picture s represent 2 extremes. We do not need the rules from Port Orange.--Just some ''good ole common sense''

PROFILING IS NOT ALL BAD!

                                                             
     According to the news media and even the President of the United States--we are supposed to believe that ALL profiling, is improper.-----WRONG!---. The heart of all legitimate Neighborhood Watch programs ,is watching for the suspicious activities and actions of individuals and groups. 
  A quick check of the top link of the list on the right,will demonstrate a documented fact. On the Orange County Sheriff;s ''call for service'' site ,you will normally see, one or more OCSO  dispatches for a ''SUSPICIOUS PERSON''. The ONLY WAY that dispatch came about was by someone  doing a profile on somebody.---after the dispatch,  sheriff deputies make the decisions.
 For example---- Fairways Watch, has many times ,stopped and politely greeted a ''walk in'' ,or a'' bike rider'' and inquired as to their status in the Fairways. Sometimes it could be a door to door solicitor.---Fairways Watch, carries no weapons,and we immediately identify ourselves as working with the Neighbor Hood Watch program.In most cases there is no further action required.----BUT---several times 911 was called for a suspicious person, and the proper action was taken by OCSO.--- That is the way it works.
  A quick check of the wording on our Neighborhood Watch sign at the gate, advises all persons ''ALL SUSPICIOUS PERSONS WILL BE REPORTED TO THE SHERIFF;S OFFICE''---We can not make it much simpler than that.
  To all good law abiding residents,who truly care about our community,---KEEP ON PROFILING, RESPONSIBLY, and call 911 if you have reason for concern.

UNWANTED, LATE NIGHT VISITORS TO THE WESTCHESTER!

Our beautiful Westchester pool, with it,s nice hot tub,always seems to be a main source of notoriety for our community.This area has been an attraction for non resident outside visitors for sometime.It has become a common occurrence for young non residents to visit at all hours of late night and early morning. Entrance is gained by using the outside smokers chairs to climb over the enclosure.
  Here is a recent example-- a car comes into the park by ''running'' the gate. The car parks away from the pool, up on Muirfield. It is believed that  young non residents, walk to the pool , take the outside''smokers'' chairs and go over the fence, to the hot tub!
  NOW HERE IS THE'' KICKER""---twice in the last 2 weeks there has been discarded  female undergarments found on the pool deck, around the hot tub!!--sort of makes one wonder--does it not?

  That is the problem--coming up with a solution is the hard part.---   YES--- an attendant at the gate would sure help!---BUT WE KNOW THE ANSWER TO THAT!-- We will ask the sheriff,s office for some special security checks in the Westchester area. We will also alert our resident deputy Owen. Many times Todd comes off work around the times of the suspected intrusions----WE ARE PAYING FOR IT --OTHERS ENJOY IT!

   GOOD MORNING SIR. 

The Fairways has been relatively quiet , with only minor ''bumps in the road''. A few weeks back I posted your public message on our new Fairways Watch web blog site. At this date we are approaching 4000 views, since going on line. The post entitled ''A MESSAGE FROM CAPTAIN MEADE"" has received more individual page views than any other post to date .I believe that this demonstrates the keen interest that our folks have in local law enforcement.. Having said this I encourage ,your office sending Fairways Watch any type of correspondence that you feel would be beneficial. I also make a post from Deputy Belmonts monthly crime statistics.

  On a closing note,I would humbly say the following.  I believe we all share the contempt and disdain for the national news media, in regards to the Sanford mess. It seems that the media continues to fan the flames of unrest. --A question--is there anything we, in the Fairways can do to be proactive in the event of any wide spread unrest?

  As most people know Fairways Watch is very dependent on tips and information from our residents.Fairways Watch has no legal authority and we do not carry weapons..--BUT--we maintain a very close personal relationship with the Orange County Sheriff,s Office that does have legal authority and when necessary, the proper weapons.Fairways watch is out in the community, usually 3 times a day. we try to be on every street at least once a day. we observe and note any unusual activity around residences, or vehicles, be it a car, truck or a bicycle.If we get a call from one of the good residents we  respond in an appropriate manor. After our response to a call, we ALWAYS try to report back to the person who was thoughtful enough to call us. 
   From time to time lost property reports are filed with the sheriff.Again we ALWAYS try to establish contact with the victim listed on the crime report.
   COMMUNICATION is the key word for a neighbor hood watch program. That is the main reason for this website it,s primary purpose is to establish 2 WAY COMMUNICATION. Soon we will surpass 4000 views of this site--IT IS WORKING!-- All tips and information is only published and released to the proper authorities.

  So many times ,we are asked--HOW DO THE FELONS AND UNDESIRABLES GET INTO OUR COMMUNITY? The answer is always the same --they just move in, normally with relatives. A convicted felon of course, does not go to the office to register as a legal resident.--They just start living in our community, ''under the radar'' The usual way that the unregistered residents, are exposed is by concerned, observant neighbors.
  Recently Fairways Watch ,had heard rumors about a felon , with a  long prison record, living in the Fairways.We had not been able to get the complete name or address to confirm the prison records. After this site was put on line, a good resident used the ''tool box'' in this site to identify and confirm the residency of the rumored individual. This information was passed to Fairways Watch, in an anonymous manner. After confirmation by the State of Florida Department of Corrections records, the information was printed out and taken to Fairways management. The local management, quickly responded that they were working on the situation with the HTA legal  department. Fairways Watch will follow this situation. Very simply folks that is the way it works.
